Apropos facility for Scsh

I've prepackaged Taylor Campbell's "apropos" library for Scsh.

I did some small changes in order to provide the user commands
`apropos' and `apropos*'.  These are very useful to have available
in your day-to-day image.  Thanks, Taylor.
