It's not as easy as that, unfortunately. The problem is that layouts
for packages (i.e. the "scsh" or "fsh" layouts) and layouts for
programs (currently only the "fhs-program" layout) define different
values for the same location.
For example, the "fhs" layout maps the "doc" location to
"<prefix>/share/doc/scsh-0.6/<pkg-full-name>" while the "fhs-program"
layout maps it to "<prefix>/share/doc/<pkg-full-name>" (i.e. without a
"scsh-0.6" component).
In other words, it's not currently possible to define layouts which
work both for programs and for packages. That will have to change
somehow for the next release, but I still have to decide how exactly.
