I'm not sure, but could this be a 'solution':

1. Install&Compile as user with a --dest-dir set to some user directory

2. Use a script named like scsh-move-pkg to "change" the dest-dir to
   '/' as root, e.g. just move or copy the files.

The only thing one would have to take care of is, that this does not
reduce the possibilities of future enhancements of the packaging
system.
