No, currently Orion doesn't provide dynamic access to its internals,
even though it shouldn't be too hard to add.

Okay, excuse my newbie-ness but what would be involved, and where would I start?

I am guessing something like being able to access the scshvm through a port, but I could be really off the mark here.
I would like to try out alternative configurations before committing them to the config file.

Yes, that would be nice. A way to restart Orion without killing the
running clients would also be nice.

Yes I have used this alot on sawfish, but I have found the other element more useful, as I can do the other things then.
