I just discovered this problem this morning as well. I have confirmed
that it is cygwin related, as scsh-0.6.5 is fine on a machine with an
older version of cygwin.

The build is failing just getting the basic scheme48.image working, I
don't have any insight on how to debug, but I wanted to confirm that you
are not alone.
