That's a complex process in Big8 newsgroups, iirc, which involes
posting a formal "Request for Discussion" (RfD) and finding a neutral
third party to hold elections... In case this works out the newsgroup
will be removed from the list of active groups posted monthly as
control messages somewhere in news.*.
