Note that a lot of what Olin wrote is out of date now.
To get back to the original question, Scheme 48 already does most of
what an OS does: interrupt-driven I/O, preemptive multi-threading,
encapsulation. (This is even more the case in versions of Scheme 48
newer than the one scsh is based on.) So the answer is yes, and
probably more so than for most other Schemes out there.
