Fragment Identifiers in HTML Manual

MSIE 5.2 / Mac OS X translates some urls pointing to manual sections into
strange addresses with accented characters, possibly misled by the %_
appearing in the fragment identifiers foo.html#this-part.  (URLs use the %
for escape codes, % hex hex.)
