I've fixed the code so that it passes -1 to mktime.  This is only a
stopgap measure, as the boundary case now doesn't respect the SUMMER?
flag, but I figured it's better to be right per the specs 365days -
1hour of the year rather than just one hour.  If it's urgent, you
should be able to just checkout the current scsh module from
SourceForge.  AFAIK, it contains only bug fixes over 0.5.3 at this
point in time.

The Right Thing will have to be done by Olin once he's back from
whatever he's doing these days.  (I've logged an official bug report
assigned to him.)  Sorry about that.
