I've just started to try to install scsh-0.4.2 on Windows NT, using
the latest Cygnus GNU-Win32 toolset. The first object file (main.o)
was straightforward, but now I have to hand-code what ./configure does
elsewhere.

I'll keep you updated. The result *may* be almost full scsh
functionality on Win32 (Windows 95 as well as NT), with the usual
volume letter problems, or a nervous breakdown and nothing than wasted
time :-)
