code.sty is in the scsh-manual subdirectory. I really just threw in the
source for scsh-paper.tex so there would be an ASCII form of it available.
You need four or five supporting style files to compile scsh-paper.tex.
Your diagnosis, however, is right on: the paper is typeset using
a true Postscript Palatino font. Palatino is supposed to be one of
the standard Postscript fonts, so it should be printable on most modern
Postscript printers.
