More trivia: Documentation spelling inconsistency (file-writable?)

Another trivial documentation bug:

In scsh-man ``file-writable?'' is spelled ``file-writable?'' while
``file-not-writable?'' is ``file-not-writeable?''.  The
implementation's spelling keeps both ``e''s.  My dictionary mentions
``writable'' but not ``writeable''.  In any case, the documentation
should be harmonized with the implementation.
