Generic instructions for scsh package installation

Hi,

Just a very quick note for people using the installation library: I've 
committed a file called INSTALL in scsh-packages/doc/text which gives 
generic installation instructions for scsh packages. It's meant to be 
included with packages which use the installation library. It's very 
short and basic since I didn't want to copy the full documentation, but 
suggestions are welcome.
(Since the installation library is now officially released, I'll stop 
posting messages related to it here, and switch to the main list in the 
future).
