cygwin just released a new binutils today that was suggeste to fix
problems with programs like scsh that use dlltool etc. However, no luck.
I'm going to have to have to dig a little deeper. 

I just made the observation that all the cygwin specific Makefile.in
code for using dlltool is gone in 0.6. I was going to try to switch to
libtool to hide all that. That is what I suspected needed to be fixed,
but I guess we have worked without that for a while now. cygwin fails on
scsh-0.5.3 as well, even with dlltool.
