Sorry, I'm coming to this discussion somewhat late. I'm very busy
right now and I'm spending my scsh time on enhancing orion and trying
to figure out what needs to be done to make scx a pure add-on for
scsh. Apart from some warnings and a minor automake problem, I'm
almost done...

Yes, for installing packages an own interface seems like the right way
to go. It is probably not suitable for installing programs (like
orion) but that's not the scope of this proposal as Michel pointed out
already.
