saw beta 4, and it worked afer installing the latest cygwin.

file-system-test failed, others passed. reasons for failure: the tests
that chmod 0 and expect not to find files don't twork, i guess becausee
of cygwin limitations, or because i'm running as with admin privs (aka
root). also, mkfifo is not implemented yet...

this is better than 0.6.0, where make install failed with some signal
bug in cygwin, that is now fixed.
