[Scsh-hackers] syslog interface checked in

At long last, I've checked my first stab at a proper syslog interface
into scsh-0.6.  I intend to write docs as soon as the interface spec
has settled down a bit.  So, please, take a look at scsh/syslog.scm if
you care.
