Does anybody insist on having the .notify-rule in the Makefile? I
think it's not very polite to send a mail behind the users back.
I would prefer to keep it in. It's nice to be able to measure the use
of the system. I'd be willing to have it mad a ./configure flag, and to
loudly state this on our web page. How 'bout that?
