socket if interrupted

Subject pretty much says all. If you interrupt
BIND-LISTEN-ACCEPT-LOOP, the socket stays bound, and
this in most
cases means you have to restart scsh because you can't
get at the
socket anymore.
Either DYNAMIC-WIND or at least a WITH-HANDLER should
do the trick.
