old bug, not urgent (especially in light of forthcoming
thread magic someday)

the "env" argument isn't accepted by
start-command-processor.  when commented out, the 
session
in doc/threads.txt can be duplicated, with the 
following
subtle difference:

(start-threads)
Multitasking started
initial-system> ,user
>

also, and this just may be cesium.clock.org being more
badly memory starved than in the past (i'll check for 
real
with an older scsh), qualitatively the "Hi"s come MUCH
less frequently than in 0.4.2.
